The answer is set out in Schedule 2 of the Strata Schemes Management Act 2015 (NSW). There are a number of options. You can firstly simply wait for the next AGM. Secondly the Executive Committee can convene a General Meeting at any time. Lastly, you can serve on the Secretary of the Executive Committee a notice requiring a General Meeting signed by lot owners who hold at least 25% (one quarter) of the aggregate unit entitlements of the Strata Plan. (See s 19)

Notice of the General Meeting must be served on Lot Owners at least 7 days in advance of the meeting. (See Schedule 1, Part 7)

It is very important that the notice include the form of motion to be considered at the General Meeting (See Schedule 1, clause 8)
